Cycle 0 was RECYCLE. TK005 is complete and Consultant-accepted. Fable 5/high then reviewed the full cycle-1 package at 590d344e…, returned ACCEPT WITH CONDITIONS, and the HDO authorized the bounded mechanical closure. CHECK001 remains complete historical assurance; the next act belongs to the HDO at this same GATE001.
An explicit durable merge, recycle, or hold disposition on PR #486 and/or the #449 ledger. On approval, the merge event and merge-hash-bound #449 acceptance ledger complete the proof trail.
Checkboxes, selected cards, and generated text below are local working aids only. They do not approve, authorize, merge, close, or modify anything—and they do not imply the HDO has acted.

Merge + ledger
Blocked
Only after approval: exact merge and merge-hash-bound #449 ledger.
The accepted CHECK000 architecture remains the merits boundary. AC008 encodes Initiative and Feature as the only new SID-bearing workscope tiers, Epic as mutable non-authoritative grouping, Story as removed, and Initiative-rooted Timeline UIDs as explicit workscope targets.
This is re-presentation, not re-adjudication. CHECK001 remains complete. The old cycle-0 QA staging and hash are superseded presentation evidence. The Fable review is advisory gate assurance—not a new checkpoint—and its bounded closure does not perform the HDO act.
2
Effect of approval and merge
What enters authority—and what remains outside this package
Land coordinated P-STD-002/004/005/008 and Program WDL alignment plus Program SPS discovery/resolver interfaces.
Accept the TK004 census boundary: 17 Epic-root families plus separately frozen Feature-root residue T102A1.
Accept R-001–R-007 as explicit owner-bound residue—not as completed receiving work.
Authorize maintainer merge of the exact package only after the explicit HDO act; merge hash then anchors the #449 acceptance ledger.
Intentionally does not
Mutate PM board schema/options or T106 tooling/helpers; R-006 remains conditional and untriggered.
Migrate or rename per-Initiative legacy identities, paths, owners, registries, plans, or files.
Revive Story as an SID-bearing workscope tier; Request/Design Story assumptions remain owner-routed legacy reconciliation.
Edit AC004-owned SPS/guidance/templates, Request/Design templates, scaffold/validator/tests, or the tools catalog.
Complete R-001–R-007, close #449/#481–#484, or make P-STD-009 authoritative before HDO recorded act + merge + merge-hash-bound #449 ledger.
3
Decision-complete confirmation
Recycle-gap closure and cycle-1 package integrity
Tick a claim only after inspecting its pinned evidence. Every file link is SHA-pinned so it survives branch deletion; every repo file also carries a copy control for local or IDE navigation.
Working through the matrix0 / 24 confirmed
A Recycle-gap closure · prior conditions and controlled remediation
The original mechanical conditions remain traceable; TK005 then closes the HDO's cycle-0 registry, placement, authority and metadata gaps without reopening CHECK001.
Open the closure commit; confirm one P-STD-009 row in all four standards and corresponding changelog-only traces. The delta must not change CHECK000 architecture.
Confirm frontmatter author/model/session/head and §II direct-write boundary. Compare the blob at the REVIEW commit with the package version; later closure must not amend REVIEW prose.
Confirm sps_P.md is the sole current canonical SPS path, Section C holds registry/breakdown, Section D holds terms, and no live resolver points into AC008/internal.
Run the two frozen-baseline commands in register §II. Confirm all 17 Epic-root rows and the separate Feature-root row include owner, disposition, resolution, and evidence.
Confirm the governed runner result and exact closure assertions. This row records Developer-attested validation; independent-review limits are separately accepted in M-14.
Inspect the historical CHECK001 head and exact runner limitation. Do not extend that Markdown-only statement to TK005, which later added a Python census reporter.
Confirm the review exchange, exact condition-closure delta, final staging hashes and PR cycle-1 body. Confirm no HDO act, merge, ledger or closeout has occurred.
Read the group-key grammar, rename, retirement/successor and legacy-alias rules together; confirm no legacy token can be minted as a current group key.
Compare REVIEW §III with the base-to-head file list and the reporter commit. Confirm the Fable packet is required to assess this variance and that no one claims the task Reviewer independently ran pytest.
Read the raw verdict and Consultant disposition, then compare the reviewed-to-final delta: PR-body replacement, meter 15→24, evidence grammar wording, SPS illustrative label, result/evidence integration and hosted QA proof only.
Compare the final stable staging URL, source/staged/served hashes, noindex headers, one-document request and desktop/mobile Playwright record in consolidated evidence.

Owner-bound residue
Seven routes remain explicit after acceptance
Program SPS is the live workscope resolver; the TK004 register is retained only as historical census/freeze and route evidence. Every row below states its disposition, and receiving owners retain authority.
Routed open
R-001 · T102-PH001-AC004 owner
At AC004 CHECK001, consume accepted FSID registry, grouping, targeting, and legacy resolver interfaces. AC008 edits no AC004-owned surface.
Orphan visible
R-002 · T102B Request domain owner
Receiving activity not yet selected. Remove new Story-SID minting, use Task UIDs, preserve historical Story resolution.
Orphan visible
R-003 · T102D Design domain owner
Receiving activity not yet selected. Remove new Story-SID minting in Design templates/logs while retaining historical links.
Routed open
R-004 · P-PH000-AC009 / #450
Consume the accepted taxonomy in P-STD-001 reconstruction and Concept reconciliation without rewriting AC008 lineage.
Per owner
R-005 · each Initiative owner
On next governed touch, preserve frozen IDs, stop legacy minting, and add resolver/lineage evidence where a material change occurs; no bulk migration.
Conditional
R-006 · T106 owner
Not triggered. If board-visible compatibility becomes necessary, T106 owns schema/helper approval, rollback/export evidence, and option-ID preservation.
Deferred bundle
R-007 · future tooling owner
After acceptance and owner authorization, implement scaffold, validator, regression tests, and tools catalog together—never a partial script-only change.
Choose a working disposition, then record it durably
The exact durable act: post an unambiguous GATE001 disposition on PR #486 and/or #449. For merge, bind approval to this exact package and preserve the acknowledged M-14 and M-21 assurance limits. After merge, record the merge hash and acceptance mapping on #449.
Non-authoritative state: completing the matrix, selecting a card, or copying the generated record does not perform that act. inspect is intentionally not a gate disposition.
Incomplete: confirm all claims and select a working disposition.
Provenance & self-conformance
This artifact
Current state: final cycle-1 HDO candidate after Fable review and authorized condition closure; HDO disposition remains pending.
Staging identity: final stable URL and source/staged/served hashes live in consolidated evidence; this page does not self-attest hosted-byte identity.
Construction: one self-contained HTML file · strict CSP · noindex/nofollow · zero external runtime resources
Conformance statement
This surface follows the P-STD-008 package-shaped gate grammar: journey and prior assurance (§1); precise merge effects/exclusions (§2); traceable claims with HDO confirmations (§3); explicit residue/owners/dispositions (§4); and durable recorded-act semantics (§5). Its interactive state is deliberately non-authoritative.
